Policy Background

Annual Merit Compensation Process (AMCP)

Each summer, the university begins its compensation planning and salary distribution process. This process includes determining annual salary increases, processing the changes and notifying faculty, staff, and student employees.

Off Cycle Salary Increases

Pay increases at times other than AMCP are considered off-cycle salary increases. According to the OSU Office of Human Resources Policy 3.10, Salary Administration & Classification off cycle salary increases must be approved by the college and in some cases, also by the Office of Human Resources.

Policy

Annual Merit Compensation Process (AMCP)

Pay increases occur annually and become effective near the beginning of Autumn Quarter during the Annual Merit Compensation Process (AMCP) for faculty, staff, and student employees (biweekly and monthly). Annual performance reviews are mandatory for annual salary adjustments. All ongoing employees have at least one review annually, which is to be used by units in determining the appropriate salary increase for each employee. These reviews are maintained in the unit personnel files as backup documentation for the AMCP. Please see the OSU Office of Human Resources Policy 5.25, Performance Management for additional information. After the AMCP salaries have been approved at all levels, individual faculty and staff are notified of their new salary in writing, a copy of which is also maintained in the unit personnel files.

Any consideration of pay increases for ongoing student, temporary, or term appointments should also be made at this time according to the AMCP guidelines in effect at the time.

Off Cycle Salary Increases

Off-cycle increases (those that occur at times of the year other than the beginning of Autumn Quarter) are exceptions and must be requested with appropriate justification and approved by the college before being offered to the employee or entered into the HRIS.

Procedures

Annual Merit Compensation Process (AMCP)

 A Guidance Document from the Provost is sent to Vice Presidents, Deans, and Department Chairs near the beginning of summer quarter, followed by an implementation timeline from the Office of Human Resources. Further instructions are then provided by the Dean of the College of Engineering. Qualified faculty and staff are processed through the online AMCP. Ongoing student, temporary, or term appointments that are determined to be qualified for an annual increase by the unit are manually entered by the unit. Original AMCP approvals are submitted to and retained by the College Office. Copies are maintained within each unit.

Off-Cycle Salary Increases

Off-cycle increases are considered exceptions and may be considered in exceptional cases, based upon counter offers, equity, market, and/or performance. Off-cycle increase requests are made by the supervisor with appropriate documentation and justification (including the two most recent performance evaluations), and submitted for review and approval by the Director or Department Chair. If approved by the Director or Department Chair, they are then submitted to the College for consideration. In some cases, Office of Human Resources approval may also be required. Salary increases are not offered to the employee or entered into the system before final approvals are made and written approval documentation is returned to the unit.
